The Administrative Citation Program has been established in response to the need for an alternative method of enforcement for various violations of the Tustin City Code. The goal of the Administrative Citation Program is to improve the quality of life by promoting and protecting the public health, safety, and welfare for Tustin residents and business owners by reducing the number of code violations through the encouragement of expedient compliance of the Tustin City Code (TCC) and State codes, ordinances, and regulations in a timely and efficient manner.

Prior to issuance of an administrative citation, a pre-citation notice is issued which informs the responsible person(s) of compliance requirements pursuant to the Tustin City Code (TCC) and/or other applicable codes, laws, and conditions without penalty. If the responsible person does not take corrective action on a pre-citation notice, an administrative citation may be issued which requires corrective action and imposes monetary fines pursuant to TCC Section 1162a.

Should an administrative citation be issued, the responsible person has thirty (30) days from the issuance date of the administrative citation to pay the corresponding citation fine(s).  Additionally, the responsible person must take one of the following actions to avoid additional penalties prior to the compliance date specified in the administrative citation:

 

  1. Correct the violation, pay the corresponding citation fine(s), and contact the City to request a re-inspection, or

  2. Pay the corresponding fine(s) and request an extension of time in writing pursuant to TCC 1165(b), which shows a reasonable hardship; or

  3. Request a hearing to appeal the administrative citation pursuant to TCC 1166 within ten (10) days from the date of the administrative citation, together with an advanced deposit of the corresponding citation fine(s).

FAQ's

How do I pay the citation fine?
Administrative citations should be paid in the form of a personal check, cashier’s check, money order, or credit or debit card within thirty (30) days of citation issuance. Payment should be made payable to the City of Tustin and the citation number (including the two letters preceding the citation number on the upper right had corner of the citation) should be indicated on the check. Payment will not be accepted at City Hall. Send check or money order payment to:

Please note: Payment of the citation fine does not excuse or discharge any responsibility and/or legal consequences for continuation or repeated occurrences of the violation(s). The violation must be remedied by the corrective action deadline noted on the citation.

Can I pay the citation fine by credit or debit card?
Yes. Credit or debit card payments are accepted online at www.pticket.com/tustinadmin or by calling 1 (800) 696-3996.

Can I email or fax the appeal form?
No. Appeals must be sent by mail within 10 days of the date of citation issuance and must include payment in the form of a personal check, cashier’s check or money order.

Who can I contact regarding citation payment?
Call 1 (800) 969-6158 or go online to www.pticket.com/tustinadmin. It is necessary to have the citation number available (the citation number is on the upper right corner of the citation).

How long do I have to correct the violation?
The corrective action deadline is noted on the front of the administrative citation in the Compliance Order section of the citation. If the violation is not corrected within the required timeframe, it could result in additional fines which increase in cost. Payment of the citation fine is required within 30 days of the issuance date.

Who can I contact if I have questions regarding the violation and Tustin City Code requirements?
Contact the issuing Enforcement Officer if there are questions regarding corrective action(s). The name and contact phone number of the Enforcement Officer is noted on the bottom of the administrative citation.

Who do I contact for a re-inspection?
Once corrective action is taken, contact the issuing Enforcement Officer noted on the bottom of the administrative citation. Requests for re-inspection must be made prior to the compliance date deadline noted on the citation.

Can I request an extension of time to correct the violation?
All requests for extensions must be made in writing and submitted to the Enforcement Officer (noted at the bottom of the citation) prior to the compliance date specified on the administrative citation. The request must describe a reasonable hardship that prevents or renders impractical the correction of the violation prior to the compliance date specified in the administrative citation. (TCC 1165b)

Can I appeal the administrative citation?
Any recipient of an administrative citation may contest the city by filing a Request for Hearing Form within ten (10) days from the date of issuance. The appeal must include the advance deposit of the citation fine imposed, and should be sent to the Citation Processing Center at the following address:

A hearing will be set before a Hearing Officer at which time the responsible person may contest the citation (TCC Sec. 1166).
