Commercial Rehabilitation Program

The primary objective of the City of Tustin's Commercial Rehabilitation Program is to provide financial incentives for business property owners and tenants to utilize Federal Housing and Community Development Block Grant (CDBG) Funds to make facade and sign improvements to their structures. The long term objective is to upgrade the commercial sector of the First Street Specific Plan area, the El Camino Real "Old Town" area (located in the City's Historic Resources Overlay District), and the Newport Avenue corridor between First Street and El Camino Real by improving the physical and economic vitality of the area.

Additional program objectives include:

  1. Encouraging the retention of existing business within the project area.
  2. Promoting the unique nature of each area by encouraging the use of architectural designs consistent with historical and cultural heritage.
  3. Providing employment, where possible, to low and moderate income residents.
  4. To the greatest extent feasible, encouraging the award of contracts for the rehabilitation work to local contractors or those who employ low and moderate income persons.

The primary beneficiaries are business and property owners whose businesses will benefit from the improved appearance and structural conditions of their buildings as well as low and moderate income residents in the area. The improved building appearance will attract shoppers and new businesses to the area and could subsequently increase the shopping options in the project area.

There is City assistance available for eligible property owners or tenants whose applications have been approved and who wish to rehabilitate his/her property. The program is only available in the City of Tustin's designated Commercial Rehabilitation Area.

Under this program, the City may provide a grant of 50% of the cost of eligible construction activities utilizing CDBG Funds not to exceed a $10,000 grant per commercial property or establishment located within the Old Town Target Area and $5,000 per commercial property located within any other portion of the Commercial Rehabilitation Project Area. All construction costs in excess of the City's share are the responsibility of the owner/tenant.

In addition, applicants may also be eligible for architectural and engineering design costs associated with site and facade improvements or seismic retrofit activities. These costs may be reimbursed by the City at 100% of the actual cost, utilizing CDBG funds; not to exceed $10,000 per commercial property located within the Old Town Target Area and $5,000 per any other commercial property located within the Commercial Rehabilitation Project Area. All design costs in excess of the City's share are the responsibility of the owner/tenant.
