Affordable Homeownership Opportunities / First Time Homebuyers Program

Currently, the only residential developers offering affordable housing at the Tustin Legacy site are Lennar Homes and William Lyon Homes in the Villages of Columbus. However, they are not accepting any applications at this time as they have concluded their lottery. Please check their website www.villagesofcolumbus.com for any updated information.

Please be advised that the individual developers are responsible for the marketing of the affordable units as the City of Tustin does not maintain a waiting list.

At this time, the City of Tustin does not offer the First Time Homebuyer Program.

This is an exciting time for the City of Tustin. With the redevelopment of the former MCAS-Tustin into the new Tustin Legacy, residents of our community will benefit from additional shopping, businesses, educational facilities, parks and new residential areas. Ever mindful of the need for affordable housing, our City Council is committed to making available single family and senior affordable units in the Tustin Legacy Project.

Developers are responsible for marketing the affordable units and maintaining interest lists. At present, Lennar Homes and William Lyon Homes in the Villages of Columbus are the developers offering affordable housing. The lottery for the affordable units has concluded and no applications are being accepted at this time. Please refer to their website www.villagesofcolumbus.com for more information and updates.

The next phase of housing at Tustin Legacy which will offer affordable units is Coventry Court at Columbus Square. Coventry Court is a 55+ community being developed by Lennar Homes. For more information on Coventry Court or to be placed on their interest list, click here.

Low-income Apartments and Section 8 Assistance

The Orange County Housing Authority (OCHA) administers the Section 8 Voucher program and can be reached at (714) 480-2900. They are located at 1770 North Broadway, Santa Ana, CA 92706. OCHA also maintains the list of low-income family and senior apartments for Orange County. The current list can be found at the county's website www.ochousing.org or if requested, a copy can be provided by calling the staff at (714) 573-3117.

Mortgage Credit Certificate Program

What is the mortgage credit certificate program?

The Mortgage Credit Certificate (MCC) Program reduces the federal income taxes paid by first time homebuyers. Through the program they receive a tax credit. This tax credit reduces the amount of their federal income tax by 15% of the annual interest they pay on their mortgage.

When should the homebuyer apply?

You should apply after you have signed a purchase agreement to buy a house, or have entered escrow.

Is the City taking applications for the program now?

No. The Federal Mortgage Credit Certificate (MMC) program is now administered by the County of ORange. For information, please call (800) 591-3111.

Developer Requirements
Pursuant to California Redevelopment Law, fifteen percent of developed or rehabilitated units within a redevelopment project area need to be set aside as "affordable" units to benefit very low, low, median and moderate income households. Of these affordable units, State Law requires that 40% be reserved for very low income households. This translates to a very low income requirement of 6% of the units developed or rehabilitated in a Redevelopment Project Area. The different income classifications (very low, low, and moderate) are based upon the median income in Orange County. The income levels are further refined based on the number of persons per household.

In order to insure that the Agency's production requirements are met, the City has been requiring that all new privately developed owner and rental residential projects constructed or substantially rehabilitated within project areas included a minimum of 15% of units affordable to very low, low and moderate income households.

To accommodate the affordable housing requirement the City provides financial and non-financial developer based incentives. To learn more about this program please call The Tustin Community Redevelopment Agency at 573-3124.

Residential Rehabilitation Program

The Tustin Community Redevelopment Agency is responsible for the administration of the City's Housing Rehabilitation Program. The Housing Rehabilitation Program is meant to provide financial incentives to property owners in concentrated target areas of the City in order to stimulate rehabilitation of residential properties. Following is a description of the residential rehabilitation program.

  • Rental Grant and Loan Programs
  • Single Family Grant and Loan Programs

Eligible Property Owners:

  • Low and moderate-income homeowners
  • Multi-family property owners with low to moderate income tenants.

Target Area:

Southwest area of the City; South of Interstate 5 and East of SR-55 Freeway

1 Person Family: $   70,600
2 Person Family: $   80,700
3 Person Family: $   90,800
4 Person Family: $ 100,900
5 Person Family: $ 109,000
6 Person Family: $ 117,500
7 Person Family: $ 125,100
8 Person Family: $ 133,200

Eigible Improvements

A variety of exterior improvements, including, but not limited to: painting, restuccoing of building exteriors, existing fence and wall replacement or repair, plumbing repairs, stairway, roof, window, and driveway repairs and general yard cleanup.

Available Funding

  • Single Family Grant: $3,000, plus $1500 for painting, and up to $1000 for security lighting
  • Single Family Loan: Up to $10,000 per property
  • Rental Property Grant: $3,000, plus up to $3000 for painting, and up to $1000 for security lighting
  • Rental Property Loan: $3,000 per unit up to $25,000 per property

Repayment Requirements

  • Grant Programs: None
  • Loan Programs: No payments; 7% simple interest; Repaid when ownership changes

AB 987 Disclosure Requirement

In compliance with California State Assembly Bill 987, attached are databases of existing, new and substantially rehabilitated, affordable housing units developed or otherwise assisted with funds from the Tustin Community Redevelopment Agency’s Low and Moderate Income Housing Fund. The first database is a listing of Tustin’s Affordable Owner-Occupied Housing Units. The second database is a listing of Tustin’s Affordable Rental Housing Projects.
