Human Resources


The Human Resources Department serves as a strategic partner with other City departments to attract, retain, and develop a high-performance workforce that is dedicated to delivering quality services to the citizens and customers of the City of Tustin. The ultimate goal of the Human Resources Department is to provide ethical leadership, skilled professional assistance, and excellent customer service in all personnel and employment matters while promoting principles of fairness and merit.  



 The Human Resources Department is responsible for overseeing and administering the following programs:

  • Recruitment and Selection – coordinate with department managers to conduct recruitment and examination processes for vacant positions to ensure the hiring of highly qualified individuals; evaluate recruitment and turnover trends and develop strategies to effectively staff the organization; assist with organizational restructuring and succession planning efforts; conduct new employee orientation sessions
  • Classification and Compensation –conduct objective studies of positions and labor markets to ensure positions are appropriately classified and equitably compensated; develop and revise class specifications to accurately reflect required qualifications, job duties, and scope of responsibility
  • Labor Relations – meet and confer with represented employee organizations regarding wages, hours and other terms and conditions of employment; interpret and apply provisions of the City’s Personnel Rules and labor contracts; maintain effective working relationships with employees and employee associations
  • Employee Relations – administer performance evaluation process and advise management on performance management issues; counsel and advise employees on personnel matters; oversee disciplinary actions and appeals; manage and resolve employee grievances; conduct employee investigations to address and resolve personnel issues; plan and implement employee recognition events
  • Employee Benefits – administer retirement plans, health insurance plans, and other City benefits; update and maintain employee data in HRIS/payroll system; interpret and apply CalPERS regulations; evaluate and address unemployment insurance claims; administer COBRA benefits for separated employees
  • Leave Administration – oversee and manage employee leaves of absence in accordance with applicable Federal, State, and local laws and regulations, including FMLA/CFRA, ADA/FEHA, and the City’s Personnel Rules and labor contracts; coordinate interactive process and reasonable accommodation discussions; manage the disability retirement process  
  • Organizational Development and Training – coordinate and implement employee training programs to foster personal and professional development; manage compliance training programs in accordance with legal requirements and best practices
  • Workers’ Compensation – coordinate with third-party administrator to manage workers’ compensation claims and facilitate the proper treatment and resolution of employee illnesses and injuries; confer with managers to provide light duty or modified duty as appropriate; assist employees with issues related to workplace injuries and illnesses
  • Employee Safety – promote good practices to ensure employees work in a safe, productive work site and to protect employee health and limit liability costs; administer Injury and Illness Prevention Program
  • General Liability – coordinate with third-party administrator for the cost-effective resolution of general liability claims
  • Administration – review, update, and develop policies and procedures to ensure compliance with public sector labor and employment laws and alignment with Citywide operations and objectives; prepare and monitor the department’s budget and expenditures;  manage and oversee Federal and State government-mandated compliance programs including Equal Employment Opportunity, DOT drug/alcohol testing, DMV pull notice, DOJ LiveScan fingerprinting, and professional licenses/certificates; maintain employee files and personnel records; respond to Public Records Act requests for employee-related information; administer employee ID badges and facility access
