Dr. Allan Bernstein
Council Member Dr. Allan Bernstein was elected to the City Council in 2012 and re-elected in 2016. He was elected by his colleagues as Mayor Pro Tem in 2015 and later elected as Mayor in December 2016. He was again elected at Mayor Pro Tem in December 2018.
Dr. Bernstein has been appointed to represent the City of Tustin on the Newport Bay Watershed Executive Committee, the Orange County Sanitation District and the Water Advisory Committee of Orange County.
The City Selection Committee appointed Dr. Bernstein to the OC Local Agency Formation Commission (LAFCO) as an alternate in July 2014 and then as a City Seat member in January 2015. For the Association of California Cities - Orange County (ACC-OC), Dr. Bernstein serves on the Legislative and Regulatory and Water Committees. He also served on the Orange County Mosquito and Vector Control District from 2012 to 2016, serving as President of the Board in 2016.
Council Member Bernstein was invited to serve on the board of the Southern California Water Committee in 2017. He also is a member of the Environmental Quality Policy Committee within the League of California Cities. Dr. Bernstein is Vice-Chair of the Environmental Quality Policy Committee within the League of California Cities as well as a Director on the League’s Board.
A respected reconstructive foot and ankle surgeon in private practice in Tustin for 23 years, Council Member Dr. Bernstein embarked on a career as a Healthcare Consultant in 1998. He has consulted on numerous projects for:

- Managed Care Organizations
- Marketing and Branding
- Medical Informatics
- Operational and Process Improvement
- Peer Review
- Providing expertise in Strategic Planning
- Utilization Review
He has consulted for several Disease Management Companies, designing, developing, and implementing Population Health Management programs, particularly involving Diabetics. Dr. Bernstein serves as a QME/IME/AME in Medical-legal consultation.
He is an award-winning author and lecturer. A Magna Cum Laude graduate of the New York College of Podiatric Medicine, Dr. Bernstein holds a Bachelor of Arts (BA) from Boston University and a Master of Business Administration (MBA) from the Healthcare Executive Program at the University of California at Irvine. He has served as a Residency Director for Reconstructive foot and ankle surgeons.
Dr. Bernstein served as President of the Orange County Podiatric Association and was the Scientific Chairman for the Western Foot and Ankle Conference. He participated in developing Cub Scout Pack 518 and served as Tiger Cub leader. His involvement in the not-for-profit world has been fueled by his passion for Israel defined by his participation in Hillel, Israel on Campus Coalition, AIPAC, JNF as well as fulfilling teaching responsibilities for the Bureau of Jewish Education and local Hebrew Schools.
Dr. Bernstein resides in Tustin with his wife, Randi, and son, Adam.
