Deputy Chief Blair


Deputy Chief Jeff Blair was born and raised in Tustin and was hired as a Tustin Police Officer in 1989.

Career
Deputy Chief Blair attended the Orange County Sheriff's Academy, and, upon graduation, he was assigned to the Tustin Police Department Patrol Division. Deputy Chief Blair later transferred to the General Investigations unit where he served as a detective for three years. Upon his return to the Patrol Division, Deputy Chief Blair served as a Field Training Officer where he trained several new officers.

Gang Unit
In 1996 Deputy Chief Blair, along with Lieutenant Bullock were instrumental in forming Tustin's first Gang Unit. The unit was wildly successful, and Deputy Chief Blair became recognized as a countywide expert on street gangs. Deputy Chief Blair testified as an expert street gang witness on over fifty occasions during this five-year assignment.

Field Training Officer Program
In 2003, Deputy Chief Blair promoted to the rank of sergeant where he supervised a patrol team and oversaw the Field Training Officer program. In 2005, Deputy Chief Blair transferred to the Professional Standards Division where he oversaw:
  • Community relations
  • Departmental training
  • The hiring of new employees
  • Internal affairs
  • The Police Chief's Advisory Board (CAB)

South Area Commander
Deputy Chief Blair promoted to the rank of lieutenant in 2013 and served as the South Area Commander. Deputy Chief Blair was responsible for managing all policing activities in the geographical area south of the 5 freeway. Deputy Chief Blair also managed the Police Service Dog / K-9 program and the Special Enforcement Detail.

Community Policing Bureau Commander
Deputy Chief Blair promoted to Captain in 2017 where he served as the Community Policing Bureau Commander. He oversaw:
  • Citywide patrol
  • Coordinated:
    • Community outreach events
    • Neighborhood Improvement Task Force meetings
    • Tustin Homeless Coalition
  • Traffic and detective operations

Education & Training
Deputy Chief Blair graduated from the Golden West College Leadership Development Program, Sherman Block Supervisory Leadership Institute, and the Peace Officer Standards and Training Management Course.

Personal Life
In his spare time Deputy Chief Blair enjoys working out and is a multi-time gold medalist in the United States Police and Fire Olympics in both competitive power-lifting and slow-pitch softball. Deputy Chief Blair is married and has two children.
