ALL UPDATED INCIDENT INFORMATION IN BLUE:

 

A Daily Incident Update was not provided for November 30, 2023, due to no significant reportable items. However, Certified Asbestos Consultants (CACs) and Asbestos Mitigation teams continued to clean the public right of ways and completed a total of fifty-one (51) residential inspections and mitigations. To date, a total of 929 reports have been reported to the portal, with 517 of those inspected and 343 have been mitigated and cleared.

 

STATUS OF HANGAR FIRE: 

The Incident Management Team (IMT) announced today that the Hangar fire has been fully extinguished.  Daily, the IMT has been utilizing infrared (IR) drone flights to seek out deep-seated hot spots within the fire debris. These hot spots have been turned over extensively with excavators and personnel on the ground to extinguish all remaining smoldering hot spots within the vast debris piles. After the past 48 hours of no detectable hot spots within the hangar perimeter, tonight IMT tonight declared the fire officially out. The fire remains under investigation by the Orange County Fire Authority and the Tustin Police Department. Once a cause has been determined, it will be released to the public.

AIR MONITORING AND REMEDIATION: 

Ongoing air monitoring surveillance will continue until the hangar site has been completely remediated by the U.S. Navy. 

The two final phases of stabilizing the hangar site is to lower the doors and seal the hangar fire debris on the ground with the application of a soil stabilizer and dust control agent “Gorilla-Snot”. The Safety Data Sheet on this product can be found here Safety Data Sheet - Soilworks "Gorilla-Snot". The material has been purchased, and the application process is expected to be completed by Monday, December 4th, 2023. Once the hangar site has been stabilized through the application of “Gorilla-Snot”, the ongoing risk of unintended exposure to asbestos is virtually mitigated. The remediation of the site remains to be the highest priority, and the U.S. Navy is expediting the remediation process.

PARK CLOSURES: Eleven of twelve parks have been inspected, mitigated and cleared. Legacy Park is pending remediation and clearance prior to being released. Please follow the following link for up-to-date park closure information. https://www.tustinca.org/715/Parks-Information 

 

SCHOOL CLOSURES:  All twenty-nine TUSD schools have been inspected, mitigated and cleared including Heritage and Legacy Magnate Academy.  Both Heritage and Legacy are pending release back to TUSD on the adjacent open fields being cleared of all potential fire debris. RESIDENTIAL UNVERIFIED DEBRIS INVESTIGATION AND MITIGATION: 

As a reminder, our inspection and mitigation teams are actively working through the residential neighborhoods. If no one is home when they come to your residence, they will leave a door flyer with a QR code and instructions on how to sign up for an appointment in the near future. We also encourage you to visit our Hangar Incident website for daily updates and the latest information at www.tustinca.org. You may also contact us through our call center at 714-262-2444.

 

THE SAMPLING & REMEDIATION PROCESS:  If you have used the debris portal to report possible hazardous debris items, this is a step-by-step process for how our teams will respond: 

  1. Your report will be assigned to a Certified Asbestos Consultant (CAC) who will contact you to set up a time to visit your home or business.
  2. *The CAC or Certified Site Surveillance Technician (CSST) will visit your home to collect a sample of the debris and send it off-site for testing. You will be contacted to confirm whether the debris is Asbestos Containing Material (ACM).
  3. *If the debris tests positive for asbestos, an ACM remediation team will be assigned to return to your home to clean-up the debris. Upon completion of the clean-up, a third team will return to your home or business to confirm a successful remediation of the area. 
  4. You will be asked by the crew to sign a release of liability that only provides consent for the crews to access your private property to investigate and remediate any suspected material.

ROAD CLOSURES: All roads have been reopened with the exception of Armstrong between Victory Road and Valencia Avenue.

AIR MONITORING INFORMATION:  Air monitoring and sampling locations have been set up surrounding the North Hangar Fire incident to provide the Incident Management Team real-time information on Particulate Matter (PM) in the air. While the units are in place, a graph showing the average reading for the last 24 hours has been provided for the public’s reference. This graph can be accessed from the Hangar Incident website located at https://tustinca.org

                        

CALL CENTER AND WEBSITE: The City of Tustin’s website contains the most up-to-date information regarding the Hangar Incident. We encourage the community to visit the website https://www.tustinca.org before using the call center as a lot of the questions can be answered on the website. If more information is needed, the community may call 714-426-2444, from 7:00 a.m. to 7:00 p.m. daily.
