Chief's Advisory Board
The Chief's Advisory Board (CAB) will meet on a regular schedule as determined by the members of the Board and an agenda will be prepared and distributed.
The number of members of the Chief's Advisory Board should be at least 12 persons, but not more than 20 persons. The Chief's Advisory Board shall be composed of a cross-section of the community. Invitations to prospective members will be sent by the Office of the Chief of Police. Members should include:
- Community Hospital
- Criminal Justice Community, including:
- Criminal Justice Education (Community Colleges)
- District Attorney's Office
- Probation and Courts
- Local Community based social services organizations related to:
- Child Protection
- Diverse Community Organizations
- Drug and Alcohol Services
- Interdenominational Faith-based Organizations
- Mental Health
- School District At-Risk Coordinator
- Members of the Business Community of the City of Tustin (both large and small businesses)
- Residents of the City of Tustin
- Tustin Chamber of Commerce
- Tustin Unified School District
Terms are limited to two years to allow for greater participation by all interested parties. A two-year extension for sitting board members will be considered on an individual basis at the pleasure of the Chief of Police. At the discretion of the Chief of Police, a board member may be excused from further participation in the event it is deemed necessary for the benefit of the Board as a whole.
Staff support to the Chief's Advisory Board is provided through the Office of the Chief of Police. The Professional Standards Unit Lieutenant is the Police Department's liaison to the Chief's Advisory Board and the Executive Secretary acts as the Recording Secretary. In this capacity, the Executive Secretary will:
- Record the proceedings of meetings of the Chief's Advisory Board (i.e. minutes)
- Disseminate information, including minutes of meetings, to members of the Chief's Advisory Board
- Maintain all records related to the Chief's Advisory Board
The Tustin Police Department is committed to a Policing Model of Community Governance. To that end, the mission of the Chief's Advisory Board is to act as a resource for the Chief in the formation of strategies, development of policing concepts and increasing public awareness regarding policy issues.
The policy of the Tustin Police Department is to establish and maintain a Chief's Advisory Board. The goal of the Chief's Advisory Board is to provide a forum for police-community interaction to address public safety and related issues in order to further enhance the quality of life in our community. In doing so, the Chief's Advisory Board is intended to reinforce our elected values of the PRIDE concept:

The primary purpose of the Chief's Advisory Board is to provide a forum with key stakeholders regarding law enforcement policies within the community and is comprised of a diverse cross-section of community activists, business leaders and citizens representing both Tustin and the greater Orange County area.
- The Board is designed to provide for member input on department policies and procedures.
- The Board is designed for open discussion regarding trends in law enforcement such as: uses of force, police pursuits and other significant police issues.
- The Board will have no input or discussion regarding specific employee personnel issues.
- This Board will act solely in an advisory capacity and will not be involved in Department decision making at any level.
- The Board is expected to provide input on topics the Chief of Police deems appropriate and timely. Each member of the Board will be expected to contribute.
