Captain Havourd

Lieutenant Havourd began his career with the Tustin Police Department in 1988 as a Police Reserve Officer and was hired as a full-time Police Officer in 1990.

CAREER

During his career as a Tustin Police Officer, Lieutenant Havourd has worked a variety of assignments including Patrol Officer, Filed Training Officer, Narcotics Investigator, Regional Narcotics Suppression Program Investigator, Gang Enforcement Unit Investigator, and as the Department’s Range Master. 

SERGEANT

Lieutenant Havourd was promoted to Sergeant in 2003.  As a Sergeant, he worked as a Patrol Supervisor, SWAT Supervisor / team member, Professional Standards Division Supervisor, Range Master and member of the Critical Incident Review Board.

LIEUTENANT

In March 2019, Lieutenant Havourd was promoted to his current rank of Lieutenant.  He has worked as the North Area Commander and as the Special Operations Commander.  As a Special Operations Commander, Lieutenant Havourd was responsible for managing the Criminal Investigations Unit and the GRADE team. In August 2022, Lieutenant Havourd transferred to the City Operations Division, overseeing the SWAT Team, the Traffic, and K-9 Units, the Emergency Management and Disaster Preparedness program, as well as the Explorer program.  

PERSONAL LIFE

In his spare time, Lieutenant Havourd enjoys spending time with family, backpacking, hunting, hiking, camping, training tactical firearm skills, trap and skeet shooting, bike riding, paddle boarding, and the beach.
